Individuals here means everybody who actually needs to make the work happen. These are the people that matter most in every project. You can chain a man to his desk, but you can not chain his mind to the task.
Empower your individuals and their interactions and you will see them putting in more effort, working longer hours and taking on more and more responsibility. Regulate their workflow by forcing tools and processes upon them and you will stunt their enthusiasm and will lose cooperation of your most skilled team members. Make sure that whatever you decide is in the express interest of the team and the product.
